The Ministry of Commerce drastically abolished the administrative examination and approval matters.

Since the establishment of the current government, 11 items of administrative examination and approval have been abolished, accounting for 35.5% of the total 31 items of examination and approval. It has reached the goal of the State Council's request to cancel the decentralization of 1/3, and has completed the phased task of cancelling the administrative examination and approval matters.

A large part of the cancellation is a "high gold content" project which is widely concerned by the society and has a large power structure adjustment.

As of September 15th this year, a total of 143 new institutions were registered free of charge through China international bidding network.

Among them, there are 122 private enterprises, 20 state-owned enterprises and 1 foreign-funded enterprises.

The newly registered tendering institutions have completed 89 tendering projects, and the bid amount has totaled 78 million 440 thousand US dollars.

Through the reform, the enthusiasm of enterprises to participate in bidding agency activities has been significantly improved, and the legitimate rights and interests of enterprises in equal participation in market competition have been better protected.

Since February this year, the existing administrative examination and approval items that will be implemented by the Ministry of commerce are open to the whole society on the website of the Ministry of Commerce and further locked down.

In the administrative examination and approval process, we should make full use of modern information technology to actively promote online approval and optimize online service system.

For example, the website of the Ministry of Commerce has opened a query platform for administrative matters, and will be imported into the database after the results of administrative matters related to domestic trade, foreign trade, foreign capital utilization, foreign cooperation, service trade and anti-monopoly.

For example, 80 administrative matters (including non approval items) of the 15 bureaus of the Ministry of commerce are concentrated on the administrative affairs service center of the Ministry of Commerce, which is unified and accepted by the outside world.

By adopting this series of measures, we have better realized the requirements of combining management with discharge, and also promoted the facilitation level of serving the public, and promoted the openness and pparency of the power of administrative examination and approval.

Decentralization is by no means an end.

The Ministry of Commerce has put forward a follow-up study on the issue of administrative approval after the abolition of decentralization.
